प्रधानमंत्री की आर्थिक सलाहकार परिषद ने रोजगार और कौशल विकास को बढ़ाने वाला रोडमैप पेश किया

नई दिल्ली : प्रधानमंत्री की आर्थिक सलाहकार परिषद (ईएसी-पीएम) ने अपनी दूसरी बैठक में शुक्रवार को रोजगार सृजन और कौशल विकास को बढ़ावा देने वाले रोडमैप का खाका पेश किया है। परिषद ने शिक्षा और स्वास्थ्य जैसे सामाजिक क्षेत्रों में निवेश बढ़ाने पर भी जोर देने की सिफारिश की है। इसके अलावा उसने आर्थिक विकास के संकेतकों को सामाजिक विकास के संकेतकों से जोड़ने की सिफारिश की है। यह बैठक ईएसी के अध्यक्ष बिबेक देबरॉय की अध्यक्षता में हुई।

बैठक के बाद इस बारे में जारी अपने बयान में परिषद ने बताया, ‘ईएसी आर्थिक और सामाजिक क्षेत्रों में होने वाले विकास को जानने के लिए एक नया इकोनॉमी ट्रैकिंग मॉनीटर विकसित कर रहा है। इससे समाज के अंतिम छोर तक आर्थिक विकास के पड़ने वाले असर को परखा जाएगा।’ ईएसी ने केंद्र सरकार से उन राज्यों को आर्थिक प्रोत्साहन देने की सिफारिश भी की है जिनका शिक्षा और स्वास्थ्य जैसे सामाजिक क्षेत्रों में शानदार प्रदर्शन रहा है।

कौशल विकास मंत्रालय चुनौती नहीं जिम्मेदारीः धर्मेंद्र प्रधान

नई दिल्ली : कौशल विकास तथा उद्यमिता मंत्री धर्मेंद्र प्रधान ने आज कहा कि व्यावसायिक कौशल के साथ युवाओं को रोजगार के अवसर उपलब्ध कराना उनके लिए चुनौती नहीं बल्कि एक नया दायित्व है और इसका वह जिम्मेदारी के साथ निर्वहन करेंगे।

प्रधान ने कौशल विकास तथा उद्यमिता मंत्रालय में अपने सहयोगी अनंत कुमार हेगड़े के साथ कार्यभार संभालने के बाद पत्रकारों से कहा कि यह उनके लिए नया मंत्रालय है। इस मंत्रालय में कैसे काम करना है इसके लिए स्थिति समझने के बाद जल्द ही एक रोडमैप तैयार किया जाएगा। पेट्रोलिय राज्य मंत्री स्वतंत्र प्रभार के रूप में उन्होंने उज्ज्वला सहित कई नयी योजनाएं शुरू की। कल मंत्रिपरिषद में हुए फेरबदल में उन्हें कैबिनेट मंत्री बनाकर कौशल विकास मंत्री का अतिरिक्त दायित्व दिया गया।

उन्होंने कहा कि हर साल 10 करोड़ युवाओं को रोजगार की जरूरत होती है। ये सभी युवक स्वाभिमान के साथ नौकरी पेशे से जुड़े इसके लिए प्रधानमंत्री नरेंद्र मोदी ने कौशल विकास मंत्रालय का गठन किया। इस मंत्रालय ने युवाओं के कौशल विकास के लिए कई योजनाएं शुरू की हैं ……….

Australian Government to spend $110m to re-skill jobless over-50s

Australia : Older workers in Ballarat are set to benefit from a $110 million government plan to re-skill mature-age Australians who are being locked out of the job market. Federal Employment Minister Michaelia Cash announced Ballarat has been chosen as one of five trial sites for the rollout of the career transition assistance program.

“It will provide people over 50 with help searching for and getting jobs, including computer and information technology training. The program, announced in this year’s Budget, is designed to keep older Australians in the workforce for longer. Mature-age Australians bring a lifetime of skills and experience to the workforce,” Senator Cash said.

“It is critical for the individual and for the economy that this experience isn’t lost if older workers find themselves out of work”, she added.

The trial, which starts in July next year, will also include Somerset in Queensland, ­Central West in New South Wales, Adelaide South and Perth North. The program is expected to be rolled out ­nationally in 2020.

NSDC to impart skill training in 50 villages in Haryana adopted by Ex-President Pranab Mukherjee

The National Skill Development Corporation (NSDC) will set up development centres in 50 villages in Haryana, revealed a source in the NSDC. The villages chosen for the scheme were all adopted by outgoing President of India, Pranab Mukherjee.

These skill development centres will empower rural youth in the state, and would be seen as Mukherjee’s lasting contributions to the nation.

In July 2016, the president of India adopted five villages in Haryana — Alipur, Daula, Harchandpur and Tajnagar in Gurugram district and Rozkameo in Mewat district, and these were to be developed as “smart villages”.

With skill development being the main agenda of the ‘Smart Villages’ programme, the Ministry of Skill Development and Entrepreneurship and NSDC launched six centres in these five villages in November 2016, to impart key skills which are in demand locally. These skills include tailoring, gardening, general duty assistance, hard embroiderer, data entry operator, sewing machine operator, unarmed guard, domestic data entry operator and solar panel installation technician.

As per an NSDC report, the organisation has enrolled 2,113 candidates in the five villages, of which 1,370 have completed their training successfully. The courses lasted between 30 to 60 days.

Vimal Thenua, who has been working as a solar panel installer for the last six months at Silkatech Private Limited in Gurugram, said that if he had not done the course at the Haryana centre, he would have still been looking for employment. “I got the job after doing a course in solar panel installation,” said Thenua, who now makes Rs 25,000 per month.

कौशल विकास प्रशिक्षण के लिहाज से महाराष्ट्र सभी राज्यों में अग्रणी : एनएसडीसी विश्लेषण

मुंबई :  देश में कौशल विकास में योगदान के लिहाज से महाराष्ट्र सबसे गतिशील राज्यों में से एक राज्य के रूप में उभरा है। राष्ट्रीय कौशल विकास निगम (एनएसडीसी) द्वारा प्रबंधित विभिन्न कार्यक्रमों से जुड़े आंकड़ों के अनुसार 30 जून तक महाराष्ट्र ने 2011 के बाद से 40 क्षेत्रों में 10 लाख से अधिक लोगों को प्रशिक्षित किया।

एनएसडीसी के प्रबंध निदेशक व सीईओ मनीष कुमार ने कहा, कौशल विकास मिशन कुशल व रोजगारयोग्य श्रमबल बनाने की दिशा में सकारात्मक कदम है ताकि देश भर में युवाओं को बेहतर रोजगार अवसर उपलब्ध कराए जा सकें। हाल ही में एक विश्लेषण में महाराष्ट्र राज्य कौशल प्रशिक्षण के लिए केंद्र हब के रूप में उभरा।

महाराष्ट्र सरकार की 2011 तक 4.5 करोड़ लोगों को रोजगारयोग्य कौशल से सक्षम बनाने की योजना है। आंकड़ों के अनुसार 15 से 59 वर्ष आयुवर्ग में रोजगार योग्य 10 लाख से अधिक श्रमबल को समग्र प्रशिक्षण में महाराष्ट्र अग्रणी है। राज्य में कौशल प्रशिक्षण के लिहाज से प्रमुख क्षेत्रों में कपड़ा व परिधान, बैंकिंग, आईटी व आईटी सम्बद्ध, इलेक्ट्रोनिक्स, हार्डवेयर, सौंदर्य, रत्न व आभूषण शामिल है।

राष्ट्रीय कौशल पात्रता फ्रेमवर्क (एनएसक्यूएफ) के अनुपालन में उक्त प्रशिक्षण कौशल इंडिया मिशन से सम्बद्ध निजी संस्थान दे रहे हैं। इसके अनुसार बीते एक साल में लगभग तीन लाख लोगों को प्रशिक्षण दिया गया जिसमें से 45 प्रतिशत को रोजगार मिला।

Skills Minister Rajiv Pratap Rudy announced additional 200 Crore for skill development in Uttar Pradesh

Lucknow : Each division of the state—and gradually, every district—will get a training school for drivers of heavy vehicles, said chief minister Aditya Nath Yogi. He added that he was not happy with the quality of training being imparted by the private ITIs (Industrial Training Institutes). “The training module as well as examination system in these institutes must change,” said Yogi, addressing media persons, along with Union skill development minister (independent charge) Rajiv Pratap Rudy here on Saturday.

The chief minister said there were 286 government ITIs in the state and around 2,500 private ones and all that is happening there is either an exam or election. He added that soon, examinations in ITIs would be held online and results will be declared within 24 hours and this would check irregularities.

The government plans to open heavy vehicle drivers’ training schools at all 18 divisions in the state and later, in all the districts, said the chief minister, adding, state government will provide 5 acres land in each division for the school.

Addressing media persons, Rudy said previously, skill development programmes held in 50 different departments of 23 ministries had now been brought under one ministry. Appreciating the state government’s Rs 150-crore budget for skill development, Rudy announced an additional Rs 200 crore to be given by the Centre so that the skill development campaign could reach the village level.

He asked officials to work towards training youth in traditional craft in the district of origin. For example, he said training in saree making should be imparted in Varanasi, for making brass utensils in Moradabad, for preparing petha in Agra, etc. These traditional specialities are on the verge of extinction and proper training can on one hand preserve them and on the other hand provide jobs to lakhs in the state, he said.

1.63 lakh trained 85,000 placed under Deen Dayal Upadhayaya Grameen Kaushalya Yojana (DDU-GKY) in 2016-17 : MoRD Minister

New Delhi : The government recently said a total of 1,62,586 candidates have been skilled and 84,900 placed after skill training under Deen Dayal Upadhayaya Grameen Kaushalya Yojana (DDU-GKY) in 2016-17.

Replying to a question in the Lok Sabha, Minister of State for Rural Development Ram Kripal Yadav said that training under the scheme enabled a youth to seek wage employment.

He said that during the Financial Year 2016-17, a total of 1,62,586 candidates had been skilled and 84,900 placed.

Deendayal Upadhayaya Grameen Kaushalya Yojana (DDU-GKY) is a placement linked skill development programme for the rural poor youth being implemented by the Ministry of Rural Development.

Another component is skill development through Rural Self Employment and Training Institutes (RSETI), which enables a trainee to seek self-employment with bank credit.

A total of 4,45,106 candidates have been trained and 3,63,111 settled in 2016-17.

ग्रामीण इलाकों के युवकों के लिए ‘सेंटर ऑफ एक्सीलेंस फार रिन्यूएबल एनर्जी डिवेलपिंग स्किल्स’ खोलेगा आईआईटी बीएचयू

वाराणसी : पिछड़े व बदहाल पूर्वांचल के साथ ही बिहार व आसापास के इलाकों के युवाओं का ‘इंजिनियर’ बनने का सपना जल्द पूरा होने वाला है। आईआईटी बीएचयू गांव-गांव इंजिनियरों की फौज तैयार करेगा। इसके लिए यहां ‘सेंटर ऑफ एक्सीलेंस फार रिन्यूएबल एनर्जी डिवेलपिंग स्किल्स’ खोलने पर काम शुरू हुआ है। यह सेंटर मिशन स्किल इंडिया का पार्ट होगा।

पेट्रोलियम पदार्थों की महंगाई एवं इससे निकलने वाली विषैली गैस के कारण आज सौर ऊर्जा सभी की जरूरत बनी है तो इससे चलने वाले उपकरणों की उपयोगिता भी बढ़ी है। सरकार का भी इस पर खासा जोर है। बाजार में बड़े पैमाने पर उपलब्ध सोलर पैनल, उसकी बैटरी, कुकर, हीटर, आदि उपकरणों की मरम्मत के लिए मैन पावर की कमी को दूर करने का जिम्मा आईआईटी बीएचयू को सौंपा गया है। मिनिस्ट्री ऑफ स्किल डिवेलपमेंट ने सौर ऊर्जा वाले उपकरणों को बनाने व मरम्मत की ट्रेनिंग देकर युवाओं को हुनरमंद बनाने के लिए सेंटर खोलने को हरी झंडी दिखाई है। मिनिस्ट्री को भेजे गए सेंटर के डिटेल प्रस्ताव को जल्द मंजूरी मिलने की उम्मीद है। कुछ कंपनियों ने भी इसमें दिलचस्पी दिखाई है।

सूत्रों ने बताया कि प्रस्ताव के मुताबिक ‘रिन्यूएबल एनर्जी फार डिवेलपिंग स्किल्स’ सेंटर का संचालन दस वर्षों तक होगा। इस पर करीब एक करोड़ रूपये खर्च होगा। योजना के तहत सबसे पहले मास्टर ट्रेनर तैयार किए जाएंगे। मास्टर ट्रेनर इंजिनियरिंग के छात्र ही हो सकते हैं। मास्टर ट्रेनर गांव-गांव जाकर सौर ऊर्जा से चलने वाले उपकरणों को बनाने एवं उनकी मरम्मत की ट्रेनिंग युवाओं को देंगे, ताकि वह अपने-अपने क्षेत्र में सौर ऊर्जा उपकरणों की मरम्मत करने वाले ‘इंजिनियर’ बन सकें।

विश्व युवा कौशल दिवस पर उत्तर प्रदेश के मुख्यमंत्री योगी आदित्यनाथ ने किया 101 योजनाओं का लोकार्पण और शिलान्यास

लखनऊ :  मुख्यमंत्री योगी आदित्यनाथ ने कहा है कि उत्तर प्रदेश सरकार पांच सालों में 70 लाख युवाओं को रोजगार  दिया जाएगा। मुख्यमंत्री ने आज कौशल दिवस पर राजधानी लखनऊ में आयोजित एक कार्य्रकम में यह बात कही है। विश्व युवा कौशल दिवस पर इंदिरा गांधी प्रतिष्ठान में कौशल विकास प्रदर्शनी का उद्घाटन किया।

मुख्यमंत्री ने कार्यक्रम के दौरान 6 आईटीआई भवनों, 10 संस्थानों में सौर ऊर्जा संयंत्र, 25 संस्थानों में आई टी लैब, 35 संस्थानों में स्मार्ट क्लास और 4 संस्थानों के जीर्णोद्वार काम का भी शुभारम्भ किया। सीएम ने 17 नई कक्षाओं का लोकार्पण, 3 संस्थानों में ऊर्जा संयंत्र की स्थापना, सुल्तानपुर में शिल्पकार अनुदेशक संस्थान का शिलान्यास किया। इस अवसर पर मुख्यमंत्री योगी आदित्यनाथ की अध्यक्षता में राजस्थान की स्पिनिंग मिल्स एण्ड वीविंग मिल्स भीलवाड़ा के साथ कौशल विकास के एमओयू पर हस्ताक्षर हुए। इस मौके पर कौशल विकास मिशन से जुड़े 12 नियोजकों ने अपने उत्पादों की प्रदर्शनी लगाईं। कार्यक्रम के दौरान कुल 101 योजनाओं का लोकार्पण और शिलान्यास किया गया। प्रशिक्षण प्राप्त कर चुके 1100 प्रशिक्षणार्थियों को नियुक्ति पत्र प्रदान किये गए। कार्यक्रम में डिप्टी सीएम केशव प्रसाद मौर्य, डॉ दिनेश शर्मा सहित कई मंत्री मौजूद रहे।

यूपी में बंद उद्योगों को चलाने की होगी व्यवस्था

इस मौके पर कार्यक्रम को सम्बोधित करते हुए मुख्यमंत्री योगी आदित्यनाथ ने कहा कि दुनिया में भारत सबसे युवा देश है। बाइस करोड़ की आबादी वाला उत्तर प्रदेश सबसे युवा प्रदेश है। हम लक्ष्य से आगे चल रहे हैं। हमने विश्व जनसँख्या दिवस मनाया और अब विश्व कौशल दिवस मना रहे हैं। यहाँ कोई अयोग्य नहीं है, केवल योजक की आवश्यकता है। सीएम ने कहा कि युवाओं को ट्रेनिंग देकर कुशल बनाने का काम हो रहा है। प्रशिक्षण के साथ युवाओं को रोजगार दिया जा रहा है। कौशल विकास योजना से युवाओं को रोजगार मिल रहा है। बड़ी संख्या में युवाओं का पंजीकरण कराया जा रहा है। शिक्षा के साथ प्रशिक्षण की भी आवश्यक है। आगामी 5 वर्षों में 70 लाख युवाओं को रोजगार देने की व्यवस्था होगी। युवाओं को रोजगार देने की दिशा में प्रयास चल रहा है। युवाओं को कौशल विकास से जोड़ा जा रहा है। परम्परागत उद्योगों को बढ़ावा देने के के लिए काम हो रहा है। उत्तर प्रदेश में बंद उद्योगों को चलाने की व्यवस्था होगी। अब तक 10 लाख युवाओं ने रजिस्ट्रेशन कराया है। युवाओं को रोजगार उपलब्ध कराने के लिए सरकार प्रतिबद्ध है। मुख्यमंत्री ने कहा कि तहसील और ब्लाक स्तर पर आई टी आई होना चाहिए।
